September 3: Disaster Response
Hearing the differences in the posturing and the blame game concerning Hurricanes Gustav and Katrina, it seems that most folks just don't know just what the various governments (local, state, and federal) and their appointed agencies are allowed by law to do. When Katrina came on shore, the feds couldn't just go down and take over.

The chain of command was mayor, governor, federal government, in that order.

The federal government can't just force its way upon the states. We should remember how well Mississippi handled Hurricanes Rita and Katrina. Responses are only as good as the people in charge at the local levels.
